The head of Dagestan, Sergey Melikov, opposed the wearing of face-covering clothes, including masks, by women "from the point of view of security". He said that the burqa is a "clothing that is not characteristic of the people of the Caucasus" and added that "men hide behind the headscarf, and women carry forbidden things."

The fatwa department of the Mufti of Dagestan issued a fatwa on the temporary ban on the niqab.
