He stated that "self-defense does not justify the killing of tens of thousands of civilians, systematic extermination, forced displacement, the use of starvation as a weapon of war, the most severe forms of routine torture, including sexual violence, and other documented crimes."

He added that the kingdom would not stop its efforts to create an independent Palestinian state with East Jerusalem as its capital, stressing that Saudi Arabia would not establish any diplomatic ties with Israel without it.
