The decision by the Ministry of Culture was made in response to the actions of Russian law enforcement agencies in Yekaterinburg, where large-scale raids against migrants were carried out and more than 50 Azerbaijanis were detained. The Azerbaijani Foreign Ministry called these actions by Russian security forces "unacceptable violence."
