Why do some Uzbek publications wait for Muslims to make mistakes?

When Muslims in Uzbekistan or anywhere else in the world do something wrong, some Uzbek publications start to spread rumors without investigating. They start spreading news without investigating the original sources and details of the news, thinking that Muslims are like that, if you let them, they will put Uzbekistan in the same situation.
