The UN Security Council adopted a resolution in line with US President Joe Biden's three-step plan for a complete ceasefire in Gaza . The document emphasized the importance of the two-state solution, as well as the unification of the Gaza Strip and the West Bank under the Palestinian Authority. Biden's plan includes the complete withdrawal of Israeli troops from Gaza, the release of hostages held by Hamas and some of the Palestinians imprisoned by Israel, as well as the process of rebuilding Gaza.

The first phase of Biden's plan envisages the complete withdrawal of Israeli troops from Gaza, the release of some of the hostages held by Hamas, the release of some Palestinian prisoners from prisons, and the passage of 600 trucks of humanitarian goods. Daily aid to Gaza and the safe return of Gazans to their homes, as well as the negotiation process between Israel and Hamas.

The second phase proposes the release of all remaining prisoners.

In the third phase, the reconstruction of Gaza will become a priority, and the exchange of bodies of dead prisoners will also be envisaged.
