In 2025, the city of Lochin, liberated from the occupation of Armenia, was declared the "cultural capital" of the Commonwealth of Independent States.

Kremlin foreign policy adviser Yuriy Ushakov announced that the Azerbaijani city of Lochin will be chosen as the cultural capital of the Commonwealth of Independent States (CIS) next year.

Ushakov told journalists that decisions on humanitarian issues will be made at the summit of the CIS heads of state to be held in Moscow on October 8.

"In 2025, Lochin (Azerbaijan), in 2026 Megri (Armenia) and in 2027 Molodechno (Belarus) will be discussed as cultural capital projects," the consultant said.

In 2024, the city of Samarkand of Uzbekistan was declared the "cultural capital" of the CIS.

From mid-May 1992 to December 1, 2020, the city of Lochin was located in the territory under the control of the unrecognized Nagorno-Karabakh Republic and was called Berdzor. Following the ceasefire agreement in Nagorno-Karabakh, the city of Lakhin Corridor came under the temporary military control of the Russian peacekeeping contingent. On August 26, 2022, the city was completely transferred to Azerbaijan.
