Lottery and bookmaking activities in Uzbekistan are carried out on the basis of a license.

According to a new law adopted on April 17, 2025, lotteries, bookmakers, and online gambling will operate only with a license, the Ministry of Justice reported.

This change gave the National Agency for Promising Projects the authority to regulate these sectors. The law also established requirements for the business reputation of the management and owners of insurance organizations.

The Senate approved the law on February 21, 2024, which also provides mechanisms for regulating online gambling, protecting citizens from gambling addiction, and prohibiting the use of illegal foreign services.

The license term for organizers is set at 5 years. Their authorized capital must be at least 56.25 billion soums. A number of prohibitions and restrictions on this activity have also been introduced.
