With the law signed by the President of Uzbekistan Shavkat Mirziyoyev on November 5, additions and changes were made to some legal documents aimed at determining the procedure for the implementation of educational activities.
It is noted in the document that "in recent years, especially among young people, the number of unhealthy educational activities has increased, and within the framework of such activities, various foreign views and ideas alien to the minds, culture and feelings of the population and young people are being inculcated."
At present, the growing interest of the population in this field and the fact that it is becoming the main source of income for the persons working in this field, creates the need to regulate the field legally.
Educational activity is an activity that is not covered by state education standards, aimed at forming the necessary skills and qualifications for personal, intellectual and spiritual growth of a person, increasing social and economic activity, demonstrating intellectual and creative potential, improving individual potential, opportunities, and communication skills. is a type.
The law prohibits the following persons from engaging in educational activities:
persons involved as defendants in a criminal case (until the court verdict enters into legal force or a decision is made to release from criminal liability on rehabilitative grounds);
persons whose convictions for committing the following crimes have not been removed or have not been completed;
against sexual freedom, family, youth and morals, against peace and human security, against the Republic of Uzbekistan;
against management;
related to the illegal handling of narcotic drugs, their analogues or psychotropic substances;
persons deemed by the court to be incompetent or have limited legal capacity;
persons in mental or drug institutions.
Also, the Code of Administrative Responsibility stipulates liability for violation of the procedure for providing enlightenment.
In particular, the implementation of educational activities by a person who does not have the right to engage in such activities, or failure to comply with the restrictions set by the law on the implementation of educational activities in the absence of signs of a crime, is the reason for imposing a fine on citizens from 5 times to 10 times the BHM, and on officials from 10 to 15 times will be.
If the same offense is committed within one year after the administrative penalty is applied, citizens will be fined from 10 to 15 times the BHM (from 3.4 million soums to 5.1 million soums), and officials from 15 to 20 times the BHM (from 5.1 million soums to 6.8 million up to soums) shall be fined. Because the existing norms limit the conduct of educational activities contrary to the law and provide for appropriate punishments. The adopted law is primarily aimed at restricting the freedom of persons engaged in educational activities in social networks and persecuting "unwanted" activists.
