Egypt is preparing a plan to rebuild Gaza



Cairo, February 18, 2025 – The Egyptian government, at the initiative of President Abdel Fattah al-Sisi, is preparing a reconstruction plan for the Gaza Strip that would eliminate the deportation of the local population and restore the area.

Al-Ahram reported that the plan would create "safe zones" for Palestinians inside Gaza, while Egyptian and international companies would rebuild the region's infrastructure.

Key aspects of the initiative

Transitional governance - the formation of a new governing structure that is not affiliated with Hamas or the Palestinian Authority.

Security – Establish a Palestinian police force with the participation of former PA law enforcement officers trained in the West.

The recovery phases are a three-phase process lasting 5 years. During the first six months of "early recovery," Palestinians are provided with humanitarian assistance and housed in mobile shelters.


International relations

This proposal is being discussed with EU diplomats, as well as Saudi Arabia, Qatar and the UAE.

Egypt hopes to organize an international conference to finance the reconstruction of Gaza.

France and Germany supported the initiative.

The foreign ministers of Egypt, Saudi Arabia, Qatar, the UAE and Jordan will discuss the plan in Riyadh before presenting it at the Arab League summit.


The Egyptian initiative was designed in response to US President Donald Trump's proposed plan to reconstruct Gaza and resettle Palestinians. Washington's approach has sparked heated debate in the international community.
