In Russia, an organization will be created to control the employment of migrant workers
The Russian Ministry of Labor and Social Protection of the Population proposes to create a public legal company for targeted, organized recruitment of foreign workers and to improve its mechanism in favor of Russian employers.
The Russian Ministry of Labor and Social Protection of the Population proposed to turn the state company "Working in Russia" ("Rabota v Rossii") into an operator of organized recruitment of labor migrants.
The Ministry together with the Federal Service of Labor and Employment ( Rostrud ) has developed a draft of the relevant presidential decree. According to the document, "Working in Russia" will be under state control, through which migrants enter into contracts with employers as part of organized recruitment.
Control of the presence of foreign citizens in the territory of Russia is entrusted to the Ministry of Internal Affairs.
According to the Deputy Minister of Labor and Social Protection of the Population, Dmitry Plati , the task is to organize recruitment into the priority model of attracting foreign workers for local companies. The mechanism allows selection of employees based on qualifications.
"Working in Russia" concludes a contract with a foreign worker, maintains a register of workers , monitors the employment of workers directly in his hands, depending on the needs of which employer came to the country . Also, "Working in Russia" informs the relevant authorities about the cases of violation of the regime of stay by the employer by the foreign worker, as well as the cases where the employer violated the labor rights of the migrant.
Earlier, the Ministry of Labor proposed to limit the term of labor contracts with migrants to two years. If the employer prematurely cancels the contract concluded with a foreign worker within the framework of organizational recruitment, the migrant must leave the territory of Russia within 30 days. However, the worker is not required to leave the country if the new employer participating in targeted recruitment concludes an employment contract with him.
